POLICY STATEMENTS

  1. HCNCA has a clear understandable statement of goals and objectives. These goals and objectives are important to, and meet the needs of, the membership and take into account the opinions of the members. Council planning provides the framework for channeling activities and effectiveness.
  2. The By-Laws of HCNCA provide the structure necessary to govern its activities in an orderly fashion.
  3. The Sections and Divisions of HCNCA are constituted to provide for appropriate representation from all sectors of the membership. These groups are evaluated periodically in light of the goals and objectives of the Council.
  4. Any subsidiary and/or affiliated corporations created by HCNCA are clearly defined and understood. The National Capital Area Shared Services, Inc., is a wholly-owned subsidiary of Healthcare Council.
  5. HCNCA has a financial plan that takes into account the goals and objectives and provides for a reserve or contingency fund. Various sources of revenues are related to specific program efforts. Budgets are geared to support Council programs. HCNCA has adequate insurance coverage to protect the assets of the Council and the personal liability of the persons involved in activities.
  6. HCNCA plans and implements activities designed to foster agreement within its membership. This agreement is communicated to interested individuals, organizations and society at the federal, state, metropolitan and community levels.
  7. HCNCA plans and implements activities that facilitate communications to and from its membership and other health related organizations.
  8. HCNCA plans and implements, either directly or indirectly, educational programs, data collection and analysis activities that meet the needs of its constituency.
  9. HCNCA organizes and conducts service-for-fee programs. The programs operate under the most appropriate tax structure legally available to each service provided and financed in a way that will not reduce the Council's ability to operate its basic "all-member" philosophy.
  10. HCNCA has a staff of individuals with appropriate training, experience and ability organized under the President. Staff is of appropriate strength to carry out goals and objectives and to implement its programs and activities. The expertise of the membership is used to curtail expenses.
  11. The policies and procedures of HCNCA are maintained in a convenient and well organized format for ready reference in a policies and procedures manual.
